After Installing Wonderware 2017 Historian will not start and Runtime database is not created

Details

After installing Historian 2017 with the included SQL Server and running configurator the Historian will not start. This is because the runtime database was not created. 

 

The issue is that with SQL Server Express doesn't turn on all of the protocols for MSSQLSERVER.

 

Go into SQL Server Configuration Manager and under "Protocols for MSSQLSERVER" make sure they are all enabled. You will need to Restart SQL Server.

 Go into Configurator and run the Historian Configuration again. Now the runtime database will be created and Historian will start
