To fix this issue. Go into your local group policy editor. Start->run->gpedit.msc

 

Go to Computer Configuration->Administrative Templates->Windows Components->Remote Desktop Services-Remote Desktop Session Host->Connections->allow remote start of unlisted programs

 

Click on "allow remote start of unlisted programs" this needs to be set to enable.
