[ISS Support Case] License Manager Corruption

Client reached out as he was attempting to migrate his license server to a new node, but the old server was corrupted and the license manager was inaccessible and therefore the license could not be deactivated. The old license server had been operating partially for an extended period of time the license manager was inaccessible but was still allowing license acquisition. Client updated the licensing software from 3.7.002 to 4.0.1 while License Manager service was crashed in an attempt to repair license manager and after this the license manager was still inaccessible and it was no longer allowing license acquisition.
