[ISS Support Case] Enterprise License Manager Certificate Error

When launching Enterprise License Manager, Microsoft Edge opens up but brings a localhost certificate error. I tried typing thisisunsafe as I found online, and added the flag to trust certificates from localhost, but now it is giving 'error 404 file or path not found'. I can't add a license to this computer because of this. Do I just need to re-install?
