[ISS Support Case] Device Reservation with Checkout feature not working as expected

Licensing issue this morning got a call from one of the sites. They reported a License error on the computer. They had lost internet so the client had someone on site enable a hot spot so he could connect remotely. I am currently transferring licensing to 2023 and set up a central license server using device reservation and assigning runtime type licenses. Was assuming once a license was acquired the product would not require internet connectivity but in addition to the internet outage the site also had a power outage and the product will not launch.
