After trying several local administrative accounts in Windows Server 2016, I kept getting the same error indicating that the user doesn't have permission to start the service. I even tried the ArchestrA user (as well as Administrator) - same thing! After poking around in the local group policy editor (gpedit.msc), I noticed the account I was using was listed in the below policy. Deny log on locally. I thought it was interesting that this account was added when I installed SP 2017 so this may affect other things too!
Once I removed the user listed above the install worked great!
