[ISS Support Case] Edge license not active

Customer reached out regarding a licensing issue for AVEVA Edge 2023 R2. They are attempting to activate or generate their software license using an XML file. The XML file indicates that licensing should be handled through Enterprise License Manager (ELM). Initial plan was to guide the customer through installing ELM, but installation cannot be completed successfully. We have attempted: Installing from ISO Verifying all installation components on the target machine Ensuring correct file transfer to the air-gapped system Despite these steps, the License Manager component never appears to be fully installed: The Configurator does not list the License Manager as an available component License Server configuration is possible, but there is no licensing platform available Attempting to launch License Manager via browser returns Application Not Found Customer environment: Air-gapped machine (no internet access) No web browser installed at all on the system (ELM web interface cannot launch) Troubleshooting Steps Taken
