[ISS Support Case] Cannot Install Client software on device.

I am trying to install Citect on an industrial computer that previously ran SCADA for a different plant. Installation is getting hung during floating license manager installation. Also, when try to run configurator the server will not show up under list of servers. IP address can be pinged from both sides.

Ive installed the S7TCP driver and was able to communicate using Symbolic Addressing (e.g. Tag_1, StartPump3, FlowRate, etc.). However, due to how the PLC was programmed, we have to use Absolute Addressing (e.g. %Q3, %QW1, %I9, %IW7, %DB20.DBD0, etc.). Can the S7TCP driver support Siemens Absolute Addressing?
