This article from InSource shows how to resolve an issue where you get the error “Synchronization failed. Reason: Activation server was not able to process the request correctly” for online activation or your license activation is stuck in pending for offline activation.

Check for a potential certificate issue by following these steps on the License Server machine:
- Navigate to C:\Program Files (x86)\Common Files\ArchestrA\Licensing Framework\License Server
- Right-click on FlxCore.dll > Properties > Digital Signatures
- Select the Flexera Software entry and click Details
- You should see the following
- If it says “This digital signature is OK.”, you can try repairing the software. If a repair doesn't fix the problem, please create a tech support ticket to investigate further.
- If you see "The certificate in the signature cannot be verified", there is an issue with the certificates on this operating system.
- From here it is recommended to involve your IT team as there could be broader issue with root certificates
- Here are the steps to resolve the immediate issue
- On a machine with a working license server/manager, go to Start > Run.
- Type "certmgr.msc" and press Enter.
- Navigate to Trusted Root Certification Authorities > Certificates
- Find "VeriSign Class 3 Public Primary Certification Authority - G5" under the Issued To column.
- Right-click on it, select All Tasks > Export, and follow the prompts to save the certificate (name it "Verisign").
- Copy the exported certificate to the problematic machine.
- Right-click the copied Verisign certificate and select Install Certificate.
- Choose Local Machine, then Next.
- Select "Place all certificates in the following store" and browse to Trusted Root Certification Authorities. Complete the installation
- Restart the computer.
Now, the FlxCore.dll file should show "The digital signature is OK."
