[ISS Support Case] Upgrade to 2020 R2 SP1 Failure

Client reached out as when user was trying to run installer to upgrade to 2020 R2 SP1 he was receiving the following error message and the installer would fail to start: "A Windows Installer setup is already running. Please try later when it has completed."
