[ISS Support Case] Pop-up window displaying incorrectly

Issue Summary Behavior: Pop-up windows appear normally in WindowMaker (development mode) but are cut off during runtime in WindowViewer. Root Cause: The behavior is associated with changes introduced to InTouch HMI 2023 R2, specifically Defect ID IMS-1437426. This fix improves resolution scaling handling, but may cause layout issues for older applications that used static window sizes. Validation: This is a known and documented behavior by AVEVA, noted in the InTouch HMI 2023 P03 Readme and Tech Note #000032702
