[ISS Support Case] MLO Repeating Records In Util Table

Description

Calling to understand MLO issue on site. Related to the previous ticket Client called in about at a particular site having repeated records entered in the 'util table' (has some images). Typically see changes of states in the table but they are getting multiple running records back to back and that is not expected behavior.
