[ISS Support Case] Installation Issues 2017 Splash Screen Flash

Installation question upgrading a 9.5 to InTouch 2017 on a Windows 10 system. Has previously copied DVD contents to an external drive and has never had an issue. On these new systems he launches the application which only opens a splash screen briefly or will not launch. Dev box - splash screen issue Runtime - Ran installer (required .Net 3.5) installed .NET on both systems and ran windows updates to fully update the system. Now neither one will get past splash screen. Has 2017 U3SP1 21H1
