[ISS Support Case] Hovering over IG has a dead-zone if there is any overlap

Trouble with Intouch, when we create an IG or graphic (simple rectangle) two pieces of text bring rectangles close together when you pan over them they don't highlight. Worked in previous versions up until 2020. Starting with 2023 noticed the issue
