TN - Edge - 26081710 AVEVA Edge is Licensed through AEL but Embedded HMI Options are Unavailable

Last updated: September 3rd, 2026

Description

  • Author: Adam McKissick

Details:

  • Document Version: 001
  • Applies to Version(s): AVEVA Edge 2023 R2 using AVEVA Enterprise Licensing / AVEVA Flex

Description

This tech note explains why AVEVA Edge Studio may successfully acquire an AVEVA Enterprise Licensing (AEL) or Flex-provisioned license while the Embedded HMI runtime or embedded deployment options remain unavailable. In AVEVA Edge 2023 R2, SCADA, Embedded HMI, and IoT View are separate runtime editions with different supported platforms and licensing methods.

Important: A successful AEL license acquisition confirms that the licensed AEL feature is available. It does not confirm that the customer owns or has activated an AVEVA Edge Embedded HMI runtime license. Do not reinstall AVEVA Edge or reset the License Server until the runtime edition, target operating system, and license certificate have been verified.

Why this happens

AVEVA documents three runtime editions for AVEVA Edge 2023 R2: SCADA for Windows-based stations, Embedded HMI for industrial panels using Windows IoT Enterprise, and IoT View for Linux edge devices. The official runtime comparison lists AVEVA License Server support for SCADA only; it lists License Server support as not supported for Embedded HMI and IoT View.

Issues fitting this condition:

  • AVEVA License Manager shows that an AVEVA Edge AEL license is acquired, but Embedded HMI deployment choices are unavailable.
  • The license issue appears resolved for development or SCADA runtime use, but an industrial panel cannot be licensed through the same AEL License Server.
  • The available runtime choices change after replacing a legacy softkey or hardkey workflow with AEL licensing.
  • The target device uses a standard Windows desktop edition instead of Windows 10/11 IoT Enterprise.

Technical conclusion:

For AVEVA Edge 2023 R2, an AEL/License Server license is not the documented licensing method for Embedded HMI. The customer must confirm that the order or license certificate includes an AVEVA Edge Embedded HMI runtime at the required tag count, and then activate that runtime on the embedded device using the supported device activation workflow.

Solution Steps:

1: Confirm the exact AVEVA Edge version - Open Help > About in AVEVA Edge Studio and verify that the installed release is AVEVA Edge 2023 R2 (23.1) or document the actual version. Do not apply this article broadly to other releases without checking their runtime comparison.

2: Identify the current license model - Determine whether AVEVA Edge is using AVEVA Enterprise License Manager / License Server, a local Edge softkey, or a USB hardkey. A license shown as acquired in License Manager is an AEL license; it does not automatically include an Embedded HMI device runtime.

3: Confirm the intended target platform - Use AVEVA Edge SCADA for supported Windows desktop/server stations. Use Embedded HMI only for a supported industrial panel running Windows 10 or Windows 11 IoT Enterprise. Use IoT View for supported Linux devices.

4: Verify the purchased runtime edition - Review the license certificate or order confirmation. For Embedded HMI, confirm that it explicitly identifies an AVEVA Edge Embedded HMI runtime and the required tag level. The 2023 R2 runtime comparison lists 150, 300, 1.5K, and 4K tag levels for Embedded HMI.

5: Obtain the correct license when necessary - If the available license is an AEL/Flex SCADA entitlement only, contact InSource, the licensing vendor, or AVEVA to obtain or exchange it for the appropriate AVEVA Edge Embedded HMI runtime license. Do not assume that changing License Manager settings will convert a SCADA AEL license into an Embedded HMI license.

6: Activate the Embedded HMI runtime on the target device - Run Remote Agent (CEServer.exe) on the runtime device. From AVEVA Edge Studio, select Home > Connect, enter the target IP address, open the Embedded License tab in Remote Management, copy the Hardware Identifier, generate the Activation Code through the AVEVA Edge activation portal, enter the code, and click Send.

Verify the result

  • The Embedded License tab reports the expected runtime type and tag count for the target device.
  • The activation code is accepted on the same device that generated the Hardware Identifier.
  • AVEVA Edge Studio can connect to the target through Remote Management and download the project.
  • The runtime starts without an evaluation-mode, tag-count, or license-not-found message.
  • The target operating system matches the Embedded HMI platform requirements for the installed AVEVA Edge version.

Troubleshooting

Symptom Likely cause Recommended action
AEL license is acquired, but embedded choices remain unavailable The acquired license is for the SCADA runtime or another AEL feature. AEL License Server support is not documented for Embedded HMI in 2023 R2. Verify the certificate. Obtain and activate an AVEVA Edge Embedded HMI runtime license on the device.
Embedded HMI license exists, but activation fails The Activation Code was generated from a different Hardware Identifier, or the target device is not the device being licensed. Run Remote Agent on the target, copy a new Hardware Identifier, regenerate the Activation Code, and send it to the same device.
Target uses Windows 10/11 Pro or Windows Server The Embedded HMI runtime is documented for Windows 10/11 IoT Enterprise, not general desktop/server editions. Use the SCADA runtime on standard Windows, or use a supported Windows IoT Enterprise image for Embedded HMI.
Remote Management cannot open the Embedded License tab Remote Agent is not running, the wrong IP is used, or communications are blocked. Start CEServer.exe, verify IP connectivity and firewall access, reconnect, and reopen Remote Management.
Legacy CEView / EmbeddedView license does not work after migration The legacy license may not map directly to the current AVEVA Edge runtime edition or brand. Collect the legacy certificate and current hardware information, then request license migration or replacement guidance from vendor.
USB hardkey is used on an embedded panel The hardkey is not connected to the target, is not passed through to the device, or contains a different license Connect the supported hardkey is directly to the runtime device and verify the license stored on the key.

Source validation

The licensing model and activation steps in this article were checked against current official AVEVA materials. The public documentation confirms the runtime-edition separation, platform requirements, License Server support matrix, and embedded-device activation workflow.
