This article from InSource shows how to fix the InSight on prem not working after a reboot. On occasion, the InSight service will not be started automatically, and this will cause the site not to show up.

Launching the InSight applications shows the below:
Open the Windows services mangaer (start --> run --> services.msc):
Make sure the service is in automatic mode (if it is not already), and start the service.
Now you can refresh the page from InSight and it should be working:
