One possibility is that the platform and engine were not started on the target machine.
Open Services from Control Panel and check to see if the ArchestrA Watchdog Service is running. There are reports where although the ArchestrA Watchdog service is configured for automatic startup, it is found to be stopped. If the service is stopped, right-click and select start. Once the service is started, it may then be possible to successfully complete a deployment.
