This technote from InSource describes a problem with Wonderware WindowViewer being slow to start on a development server.

Details

We found that the WindowViewer was taking five to ten minutes to startup from the development server.  The delay was seen when runtime was launched from within WindowMaker and with the startup of WindowViewer directly.  We had recently upgraded the development server to release 2014R2 P1.  The log viewer did indicate that the delay was related to local historical logging.  Below is a screen capture of the Historical Logging Properties dialog.

The server name defined in the Name of Logging Node had been decommissioned.  It no longer existed on the network.  InTouch spent five to ten minutes searching for it before continuing with the startup of the application.  Updating the server name resolved the slow startup issue.
